Environmental & Public Health International® (EPHI) announced that its Lead Service Line Replacement Cost Calculator® (LSLRCC) has been recognized under the Paris Agreement through its inclusion in the Good Practice Database of the Partnership on Transparency in the Paris Agreement (PATPA).
The listing acknowledges the LSLRCC as a transparency aligned planning tool that supports implementation of the Paris Agreement’s Enhanced Transparency Framework by strengthening measurable, reportable, and verifiable climate adaptation data related to drinking water infrastructure.
Paris Agreement Enhanced Transparency Framework
PATPA supports Parties to the United Nations Framework Convention on Climate Change in implementing Article 13 of the Paris Agreement, which established the Enhanced Transparency Framework to build mutual trust and promote effective implementation.
Inclusion in the PATPA Good Practice Database recognizes the LSLRCC as a practical example of how sub national infrastructure planning tools can contribute to transparent climate reporting across mitigation, adaptation, and support measures.
Supporting Measurement, Reporting, and Verification at the Local Level
The Enhanced Transparency Framework relies on consistent and defensible data to track progress toward nationally determined contributions and global stocktakes. The LSLRCC contributes to this objective by enabling standardized cost modeling and documentation of lead service line replacement efforts, supporting the measurement and reporting of climate related adaptation actions in drinking water systems.
Linking Drinking Water Infrastructure to National Climate Commitments
Under the Paris Agreement, Parties report on climate impacts, adaptation actions, and implementation progress through biennial transparency reports and national inventory submissions. The LSLRCC supports alignment between local infrastructure planning and national climate commitments by translating community level investment needs into structured, transparent datasets that can inform broader climate governance processes.

PATPA focuses on strengthening national capacities to implement transparency requirements while supporting practical exchange between countries and practitioners. The LSLRCC reflects this objective by lowering technical barriers to infrastructure planning, enabling jurisdictions with limited resources to generate data that supports climate adaptation planning, compliance reporting, and long term investment strategies.
