Minnesota Department of Health Lists Flint Water Crisis Drinking Water Training
Training recognized for strengthening institutional capacity, prevention, and public health protection in drinking water systems.

Environmental & Public Health International® (EPHI) announced that its Flint Water Crisis: Drinking Water Training has been listed by the Minnesota Department of Health (MDH) as a professional training resource for public water system operators, expanding access to practice-informed education focused on preventing drinking water system failures and reducing public health risk.
The MDH listing places the training among recognized resources available to water operators and public sector professionals responsible for safe drinking water management, reinforcing its relevance to regulatory oversight, infrastructure decision-making, and institutional preparedness.
Training Supporting Disaster Risk Reduction and Public Health Protection
The training was developed by Anthony Ross, former U.S. Environmental Protection Agency Flint Safe Drinking Water Act Emergency Coordinator. It is designed to strengthen institutional capacity to prevent drinking water system failures that pose significant public health risks.
Learning objectives address the Safe Drinking Water Act, lead contamination, Legionella risk, drinking water infrastructure planning, regulatory accountability, and community health resilience, with a focus on understanding systemic risk drivers before harm occurs.
Academic and Professional Recognition
The training is cataloged in MERLOT, a higher education consortium used by universities and professional training programs, and has been featured by the United Nations Office for Disaster Risk Reduction (UNDRR) PreventionWeb platform. It is also listed by the Association of California Water Agencies (ACWA) as a professional training resource.
The training has been assigned a digital object identifier (DOI) through the Open Science Framework, supporting citation, academic referencing, and long-term accessibility within professional and educational systems.
Advancing the Sendai Framework and Sustainable Development Goals
By incorporating Flint Water Crisis lessons into operator and professional training pathways, the program reinforces risk-informed decision-making and preparedness in public water system management. The training emphasizes early risk identification, regulatory awareness, and operational accountability as core elements of disaster risk reduction.
