Cleveland CLASH Integrates Lead Service Line Planning Tool into Public Health Resources
Strengthening community access to cost and planning information for lead exposure prevention and safe drinking water infrastructure.

Environmental & Public Health International® (EPHI) announced that Cleveland Lead Advocacy for Safe Housing (CLASH) has incorporated EPHI’s Lead Service Line Replacement Cost Calculator® (LSLRCC) into its public-facing lead safety resources.
The inclusion contributes to the availability of transparent, implementation-oriented cost and planning information that supports community-level action on lead exposure prevention and safe drinking water infrastructure.
Community-Based Lead Exposure Prevention and Housing Protection
CLASH is a community-based nonprofit coalition working to reduce lead exposure and advance lead-safe housing and environmental health protections in Cleveland. Its work includes public education, policy engagement, and implementation support related to lead hazards in housing, soil, and drinking water, including efforts associated with Cleveland’s Lead Safe Certificate ordinance.
By integrating the LSLRCC, CLASH connects community-facing lead safety guidance with cost and planning information needed to support lead service line replacement decisions.
Strengthening Community Capacity for Lead Service Line Replacement
CLASH included the LSLRCC as an implementation-focused resource to support planning and budgeting for lead service line replacement. The tool is referenced alongside guidance from the Centers for Disease Control and Prevention and the U.S. Environmental Protection Agency, reflecting its use as a practical planning resource for lead exposure prevention.
Enabling Community-Level Implementation and Infrastructure Planning
The Lead Service Line Replacement Cost Calculator® is a free, web-based tool designed to help communities, Tribal governments, and utilities estimate replacement costs, model scenarios, and support compliance with federal drinking water requirements, including the U.S. EPA Lead and Copper Rule Improvements. The tool is multilingual and aligned with public health equity objectives.
Community-Led Adoption and Implementation
CLASH’s inclusion of the LSLRCC reflects independent, community-driven adoption of planning resources to support lead exposure prevention and infrastructure decision-making. The reference signals practical use by an organization engaged directly in public education, policy advancement, and implementation related to lead hazards in housing and drinking water.
