American Planning Association Chapters Highlight LSLRCC for Equitable Drinking Water Planning

Chicago, Illinois – December 28, 2025
Environmental & Public Health International® (EPHI) has announced that the American Planning Association Hawai‘i Chapter (APA Hawai‘i) has featured the Lead Service Line Replacement Cost Calculator® (LSLRCC) as a planning resource supporting lead service line replacement, safe drinking water infrastructure, and environmental justice in community infrastructure planning.

The feature reflects growing interest within the professional planning community in tools that support equitable compliance with the U.S. Environmental Protection Agency’s Lead and Copper Rule Improvements and informed use of federal drinking water infrastructure funding.

Role of the American Planning Association

The American Planning Association is the principal professional association for planners in the United States, representing more than 40,000 practitioners across local, regional, state, Tribal, and national levels. APA chapters curate planning resources used by professionals working on land use, infrastructure, public health, and environmental decision-making.

Inclusion within APA chapter platforms reflects relevance to applied planning practice and public-interest infrastructure planning.

Planning Tool Supporting Equitable Drinking Water Infrastructure

The Lead Service Line Replacement Cost Calculator is a free, multilingual planning tool that supports cost estimation and scenario analysis for lead service line replacement across diverse system sizes.

The APA Hawai‘i feature highlights the tool’s alignment with the U.S. Environmental Protection Agency’s Lead and Copper Rule Improvements and its use in supporting equitable infrastructure funding and compliance planning, particularly for communities facing disproportionate drinking water risks.

Relevance for Island and Rural Communities

APA Hawai‘i highlights the importance of accessible planning tools for island and rural communities, where geographic constraints, infrastructure costs, and limited technical capacity can complicate drinking water system upgrades. Cost modeling and scenario-based planning are particularly relevant in these contexts to support equitable and sustainable infrastructure investment.

“Equitable drinking water investment begins with clear, transparent cost information that allows communities to plan, prioritize, and protect those most at risk,” said Anthony Ross, Director of Environmental & Public Health International.

Recognition Across Multiple APA Chapters

The APA Hawai‘i feature builds on prior recognition by the American Planning Association Colorado and Washington Chapters. Both chapters have identified the LSLRCC as a planning resource supporting lead service line replacement by municipalities, public water systems, and government agencies. Together, these references reflect growing relevance of the tool within professional planning practice across multiple regions.
