Environmental & Public Health International Submits Paris Agreement Article 13 Input to UN Governance Guide
EPHI provides written technical comments supporting the Enhanced Transparency Framework through multi-stakeholder implementation pathways.
Press Release
Chicago, Illinois – December 23, 2025
Environmental & Public Health International® (EPHI) has submitted additional formal comments to the Stakeholder Forum draft of A Pocket Guide to Environment and Sustainable Development Governance, building on its earlier stakeholder input within the UNEA-7 preparatory process. The submission provides targeted perspectives related to the Paris Agreement Enhanced Transparency Framework under Article 13.
The comments address Chapter 7, Multi-Stakeholder Partnerships Around Delivering Action on the Triple Planetary Crisis, with emphasis on transparency-enabling tools, implementation-level data systems, and SDG-aligned planning approaches that support climate adaptation reporting and accountability.
Supporting Paris Agreement Transparency Implementation
The comments reference the role of transparency-enabling tools and multi-stakeholder approaches in relation to Article 13 of the Paris Agreement, particularly where climate adaptation planning intersects with public health and drinking water infrastructure.
The submission draws on implementation-level experience to illustrate how global transparency frameworks may be reflected in local planning, data organization, and reporting practices in a manner consistent with existing SDG and climate governance processes.
Contribution to UNEA-7 Reference Materials
The draft Pocket Guide to Environment and Sustainable Development Governance is being developed as a reference resource for the Seventh Session of the United Nations Environment Assembly (UNEA-7). Stakeholder comments submitted during this consultation period are intended to inform revisions to be finalized in 2026.
EPHI’s submission contributes to this preparatory process by offering implementation-focused observations on the role of multi-stakeholder partnerships in supporting transparency, data coherence, and knowledge exchange across environmental and climate governance frameworks.
“The submission focuses on transparency and coherence in implementation and reporting under Article 13 of the Paris Agreement,” said Anthony Ross, Director of Environmental & Public Health International. “Clear, accessible transparency frameworks play an important role in supporting climate adaptation efforts and aligning them with sustainable development objectives.”
Alignment with Multilateral Climate and Development Frameworks
EPHI’s engagement reflects its ongoing support for the Paris Agreement, the 2030 Agenda, and United Nations efforts to strengthen climate governance through inclusive, evidence-based approaches. The organization continues to contribute technical perspectives that advance climate-resilient development and public health protection across governance scales.
