Equity-Focused Implementation Supports Paris Agreement Transparency.

Environmental & Public Health International® (EPHI) announced that its Lead Service Line Replacement Cost Calculator® (LSLRCC) has been formally submitted as a standalone implementation commitment under the United Nations Decade on Ecosystem Restoration.
The submission complements EPHI’s organizational pledge and directly supports Paris Agreement Article 13 implementation by strengthening transparency, data-informed planning, and equity-centered climate adaptation in the drinking water sector.
Supporting Paris Agreement Article 13 Transparency Frameworks
The United Nations Decade on Ecosystem Restoration provides a global framework for scaling ecosystem restoration actions that support climate resilience and sustainable development. It links restoration, adaptation, and equity across sectors including water infrastructure.
The LSLRCC enables jurisdictions to generate standardized, documented cost estimates for lead service line replacement that can support climate adaptation reporting, tracking of implementation progress, and evidence-based decision-making.
By translating infrastructure needs into comparable, transparent data, the tool contributes to enhanced climate reporting and accountability consistent with Article 13 objectives.
Placement Within UNFCCC and Article 13 Transparency and Capacity-Building Frameworks
The LSLRCC is currently referenced within several UNFCCC-related transparency and implementation platforms, including the United Nations Framework Convention on Climate Change (UNFCCC), the Partnership on Transparency in the Paris Agreement (PATPA), and the Nationally Determined Contributions (NDCs) Partnership.
These references situate the tool within existing Article 13–related transparency, reporting, and capacity-building contexts.
Advancing Equitable Climate Adaptation
The calculator supports equitable climate action by lowering technical barriers for under-resourced communities, Indigenous populations, Tribal governments, and smaller utilities to participate in climate adaptation planning. This inclusive approach strengthens national and subnational transparency efforts by ensuring that adaptation data reflects diverse community conditions and vulnerabilities.

The LSLRCC supports risk-informed planning approaches that integrate drinking water safety with broader climate resilience and ecosystem restoration considerations relevant to Article 13 implementation.
Alignment With United Nations Frameworks
The LSLRCC ecosystem restoration commitment supports implementation of the Paris Agreement, the Enhanced Transparency Framework under Article 13, and the United Nations Sustainable Development Goals, including SDG 6 on clean water and sanitation and SDG 13 on climate action.
